Roland D. Brooks, a graduate of The Howard University School of Law, has spent 19 years representing clients throughout Maryland in personal injury, civil rights, police brutality, constitutional violations, civil matters, serious traffic offenses, and criminal cases. He began his legal career as an Assistant Public Defender with the Maryland Office of the Public Defender, where he gained extensive courtroom and trial experience representing clients in a wide range of criminal matters.
After leaving the Office of the Public Defender, he entered private practice, where he has represented clients for more than a decade. Throughout his career, he has handled a broad range of matters, including personal injury claims, DUI and DWI defense, felony and misdemeanor criminal cases, traffic offenses, civil rights matters, and other complex litigation. His experience spans every stage of the legal process—from investigation and negotiation through trial.
While in private practice, he also taught Introduction to Lawyering, Trial Advocacy, Advanced Trial Advocacy, and Evidence at The City University of New York, where he mentored aspiring attorneys. His experience as both a practicing trial attorney and an instructor has further strengthened the preparation, advocacy, and commitment to justice that he brings to every client’s case. Mr. Brooks is admitted to practice in the State of Maryland, the United States District Court for the District of Maryland, and the United States Court of Appeals for the Fourth Circuit. His professional memberships include the Maryland State Bar Association, the Maryland Association for Justice, and the National College for DUI Defense.

As Of Counsel, Lisa Parker brings more than 20 years of senior leadership experience with the federal government, along with extensive experience in legal and regulatory analysis, policy development, and the interpretation of complex federal laws and regulations. A graduate of the University of Baltimore School of Law and a member of the Maryland Bar, she has spent much of her career working at the intersection of law, public policy, and health care.
During her career with the Centers for Medicare & Medicaid Services (CMS), Ms. Parker has held senior leadership positions overseeing the development and implementation of Medicare and Medicaid regulations affecting health care providers nationwide. Her work has required extensive statutory and regulatory analysis, interpretation of federal law, and collaboration with attorneys, clinicians, economists, government officials, and other stakeholders on complex and often high-profile matters.
Her experience includes leading the development of major federal health and safety regulations, advising senior government leadership on regulatory and policy matters, and helping direct CMS’s regulatory response during the COVID-19 public health emergency. She also played a leadership role in CMS’s implementation of the Affordable Care Act, coordinating the development and publication of significant federal regulations.
Ms. Parker brings to the firm a disciplined approach to legal research and analysis, an understanding of complex regulatory and statutory issues, and decades of experience addressing matters requiring careful judgment and attention to detail. Her background complements the firm’s litigation practice and broadens the experience available to the clients we serve.
